Which state is cheapest to form an LLC in?

The lowest filing fee is $35, in Montana, and the highest is $500, in Massachusetts. But most small businesses form in the state where they work: an LLC formed somewhere else usually has to register in its home state too, and pay that state's fees as well.

Do I need a lawyer to form an LLC?
